All mines in the following counties in Eastern Kentucky: Bell, Boyd, Breathitt, Carter, Clay, Clinton, Elliot, Estill, Floyd, Greenup, Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lawrence, Lee, Leslie, Letcher, Lewis, Magoffin, Martin, McCreary, Menifee, Morgan, Owsley, Perry, Pike, Powell, Pulaski, Rockcastle, Rowan, Wayne, Whitley, and Wolfe. Kentucky, Western.
