The NASA website hosts a large number of images from the Soviet/Russian space agency, and other non-American space agencies. These are not necessarily in the public domain.
The SOHO (ESA & NASA) joint project implies that all materials created by its probe are copyrighted and require permission for commercial non-educational use. [2]
English: "Most materials published on the Earth Observatory, including images, are freely available for re-publication or re-use, including commercial purposes, except for where copyright is indicated. In those cases you must obtain the copyright holder’s permission; we usually provide links to the organization that holds the copyright. We ask that NASA’s Earth Observatory be given credit for its original materials; the only mandatory credit is NASA."
In the accompanying article, "In October 2017, a long, narrow stream of clouds, storms, and moisture stretched across the Pacific Ocean for more than a week. Called “atmospheric rivers”, such features are relatively common in the North Pacific in the fall and winter, routinely bringing heavy rains and snow to the Pacific Northwest and California."
