Nuclear proliferation refers to the spread of nuclear weapons, nuclear weapon technology, or fissile material to countries that are not recognized as "Nuclear Weapon States" by the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), a landmark international treaty aimed at preventing the spread of nuclear weapons and promoting the peaceful use of nuclear energy. The NPT, which came into effect in 1970, recognizes five nuclear-armed states: the United States, Russia, United Kingdom, France, and China. These states are also the five permanent members of the United Nations Security Council.

The advent of nuclear weapons during World War II, notably the bombings of Hiroshima and Nagasaki, highlighted the devastating power of these weapons. Additionally, various treaties and agreements, such as the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the Strategic Arms Reduction Treaty (START), aim to reduce nuclear arsenals and restrict the testing of nuclear weapons.

The Joint Comprehensive Plan of Action (JCPOA), an agreement reached between Iran and the P5+1 (the five permanent members of the UN Security Council plus Germany), aimed to limit Iran's nuclear program in exchange for sanctions relief. However, the future of the JCPOA has been uncertain following the United States' withdrawal from the agreement in 2018.
