Collective Security Treaty Organization
Collective Security Treaty Organization (CSTO) is an intergovernmental military alliance that was signed on 15 May 1992. In the wake of the dissolution of the Soviet Union, its founding members aimed to create a legal framework for ensuring mutual defense and security among the former Soviet republics. The CSTO's primary focus is on fostering military cooperation among member states, ensuring their collective defense, and combating various security threats, including terrorism, narcotics trafficking, and cybercrime.
History
The CSTO originated from the Collective Security Treaty (CST), which was signed on 15 May 1992 by Armenia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan, in Tashkent, Uzbekistan. Azerbaijan, Belarus, and Georgia joined the treaty later that year. However, Azerbaijan, Georgia, and Uzbekistan have since withdrawn from the treaty. The CST was transformed into a more structured form, the CSTO, with the signing of the Charter in Chisinau, Moldova, in 2002.
Objectives
The main objectives of the CSTO include:
- Strengthening peace and international and regional security and stability;
- Ensuring the collective defense of member states' independence, territorial integrity, and sovereignty;
- Combating international terrorism, extremism, transnational organized crime, and drug trafficking;
- Coordinating foreign policy among member states to achieve these goals.
Membership
The current full members of the CSTO are Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan. Observer status and dialogue partner statuses are also available, providing a platform for cooperation with countries and international organizations not formally part of the CSTO.

The CSTO's structure includes several key bodies:
- The Collective Security Council (CSC), which is the highest decision-making body and consists of the member states' heads of state.
- The Council of Foreign Ministers, which coordinates the foreign policy actions of member states.
- The Council of Defense Ministers, which oversees military and defense strategy.
- The Committee of Secretaries of Security Councils, which coordinates on national security and defense issues.
