Executive Order 13813

Executive Order 13813 (pronounced as: ex-eh-cu-tive or-der one-three-eight-one-three) is a directive issued by the President of the United States that manages operations of the federal government. The legal or constitutional authority for executive orders is derived from the Article Two, Section One of the Constitution which vests the "executive power" in the President.

Executive Order 13813 was signed by President Donald Trump on October 12, 2017. The order's full title is "Promoting Healthcare Choice and Competition Across the United States." It seeks to improve access, increase choices and lower costs for healthcare.

The order directs the Secretary of Labor to consider expanding access to Association Health Plans (AHPs), which could potentially allow American employers to form groups across state lines. The order also directs the Departments of the Treasury, Labor, and Health and Human Services to consider expanding coverage through low cost short-term limited duration insurance (STLDI).
